Our Client has a specialist devision within the HSE and urgently requires specialist Inspectors to carry out Health and Safety inspections, specifically in the following Nuclear sectors:

THE ROLE:

Nuclear inspectors are expected to be capable of undertaking a variety of roles:

Inspecting sites;

Assessing technical safety cases;

Investigating incidents;

Enforcing the law and influencing improvement in safety cases;

Developing strategic approaches to secure high standards in the industry;

Managing nuclear research contracts etc.

The purpose of inspection is to secure and improve nuclear safety. The site inspector is the primary point of contact with the site and undertakes both planned and reactive inspections. The site inspector also co-ordinates the inputs of other inspectors who assess safety submissions or manage discrete projects at particular sites. This is to ensure compliance, to reassure the public and to improve safety standards. When inspectors find something wrong they initially provide advice but may issue verbal and written warnings. The powers available to inspectors enable them to serve Enforcement Notices and ultimately initiate prosecutions. There are also a wide range of powers available under nuclear licence conditions.

ABOUT YOU:

Applicants must have:

A good honours degree, or equivalent, in an appropriate scientific or engineering subject;

Corporate membership of a relevant professional institution;

Significant experience of working in responsible positions in the nuclear sector or other high hazard industry in design, construction, operation or safety appraisal in a safety case environment;

Preference will be given to candidates who can demonstrate a sound understanding of the current nuclear industry context and understanding of relevant principles and practices,

In addition to high technical ability and expertise your personal qualities are also important to us, such as:

Sound judgement based on your knowledge and expertise, often in a pressurised environment;

Drive and determination, and ability to stay calm under pressure;

An influential and persuasive approach to achieving objectives, emotionally resilient - able to get the job done in difficult circumstances;

The ability to work as part of a team;

Ability to effectively plan, prioritise and be forward thinking good investigative ability, and initiative to generate appropriate research.

Our inspectors come from a variety of mainly nuclear or high-hazard-related backgrounds, but all demonstrate calm and poise when working under pressure in one of the most demanding jobs in the public sector.

REMUNERATION:

You will be appointed on a salary dependant on skills and experience.  Furthermore there are excellent opportunities for advancement to Principal Nuclear Inspector (max of salary range currently £69,897) and Superintending Nuclear Inspector (max of salary range currently £75,668). Besides the opportunity to make a real difference, there are many benefits working for our client. In addition to a competitive starting salary you can expect:

Britain's Nuclear Future

In Spring of 2009 the NDA (Nuclear Decommissioning Authority) will be conducting an Internet Auction of three UK sites suitable for new build Nuclear Power Stations. Potential bidders include Vattenfall of Sweden and Iberdrola of Spain. Eight new Reactors are already planned to be commissioned in 2020 towards the UK's  renewable energy targets. British owned Centrica has been exploring a possible buy-in to the EDF Nuclear fleet.

The new Reactors, are being provided by the new owners of British Energy, the French Energy giant EDF, who will be operating four of the eight and German Energy giants Eon and RWE who will be operating the remaining four between them.

Construction is likely to be undertaken by French owned Areva and American owned Westinghouse.

Prime Minister Announces 9,000 New Nuclear Jobs in UK

On a visit to Sellafield, as part of the Governments commitment to closing the 'Energy Gap' with low carbon emission solutions as a 'Greener' alternative source of energy towards meeting growing demand and therefore control energy costs for the UK, the Prime Minister advised that the plans to build four new Nuclear Power Stations at sites across Britain, could create 9,000 new Nuclear jobs related to the UK Nuclear Power Plant New-Build Programme.

Oldbury in Gloucestershire, and Wylfa in Anglesey have plants that are due to be decommissioned shortly, and Sellafield in Cumbria and Bradwell in Essex, have already been decommissioned.

NDA gives Nuclear Reactor Site the 'Green' Light.

The plans to build new Nuclear Reactor Power Stations moved a step closer today, after Oldbury in South Gloucestershire was selected by the Nuclear Decommissioning Authority ("NDA"), to be one of the preferred sites for the first wave of new build Nuclear Power Stations. More than £2 billion could be pumped into the local economy and up to 10,000 new jobs created if the bid is successful; around 1,000 new jobs would be for permanent skilled Nuclear workers and up to 9,000 could be created during the civil engineering and construction of the new Reactor Plant.

The Nuclear Decommissioning Authority, which operates and cleans up state-owned sites, announced the selection of the South Gloucestershire site location today. The Prime Minister commented that Nuclear is crucial to the UK's 'low-carbon' future. It is crucial to our energy security and at the same time it represents a massive opportunity for the UK economy and also creates jobs.  Private Sector Industry is reported to be investing £Billions into the UK economy via Nuclear, and thereby new jobs are being created, and supply chain earn-out opportunities are developing in the wider economy.

The Prime Minister explained that during construction, each new Station would bring up to 9,000 new jobs to that local area, and create up to 1,000 skilled long-term jobs when fully operational and Commissioned, and be worth about £2Billion to the surrounding region and wider economy.  The Prime Minister has repeatedly called for the UK to increase its Nuclear Power capacity as an alternative to burning fossil fuels, which many experts believe to be a contributary cause of climate change and Nuclear is the low-carbon-emissions practical 'green' solution.

The first wave of next generation power plants are expected to be progressed through the approval and building stages quickly in order to facilitate the desired time-line. The NDA announcement today indicates that it recommends the Oldbury site, along with Sellafield, Wylfa in North Wales and Bradwell in Milton Keynes.

Organisations can make recommendations and bid for the opportunity to operate the Reactors and the Government will then assess them against the criteria for suitability, which will be published on Tuesday. Private Sector companies must be willing and able to make the full investment required to cover the costs, as no Government subsidies will be made available for the Nuclear new build and operation projects. The successful bidders will be announced in mid 2009, and will have to go through the local Planning Approvals process and will therefore inevitably meet some form of opposition from anti-nuclear campaign groups.

Energy Minister Mike O'Brien commented: "One year on since the Government took the decision that new Nuclear Power Reactors should have a role to play, we are making rapid progress."

Simon added: "France already obtains 90% of it's power from Nuclear, so recent developments are very encouraging for the Nuclear Industry, as the UK makes important headway towards catching up."

You have the sufficient talent and the right experience, so your Resume will have no problem in getting you a dream job in the prestigious world of Nuclear Energy, right? ...Well not exactly.  You can’t really assume the possibilities of a successful job hunt in simply making a new or revising an old or existing CV or Career (to date) Resume.  While you are correctly representing the excellent employee and consummate Nuclear industry professional that you believe you are, or could be, some competition will always be present and there will be always be hundreds of talented people applying for the same job you’re after.

An effective CV or Resume for other industry sector professionals won’t necessarily be effective for your Nuclear industry CV/Resume.  Usually, Resumes and CV's are arranged in chronological order by way of work related experiences.  However in the Nuclear field, being safety conscious and project or objective oriented will be a distinct advantage.  Special security clearance will be required for most positions.  This means that it would be advisable to list the important relevant project experiences and any existing Security Clearances that you have had in relation to the position that you’re aspiring to, or applying for.  Of course don’t miss out on the important skills you have acquired over your working experience that demonstrate your communication, management and people skills.

Let us explore the rest of the important tips you need to know on creating the eye-catching Nuclear Job resume:

  • Be Specific - As a skilled, experienced, suitably qualified professional, you’re probably used to having multi-tasking multi-disciplined projects on the go and be able to think laterally and outside the box.  But don’t bore future employers with the usual resume clichés and broad skills and experience descriptions.  It would be better to have one or two-line description for every project experience you have gained in your list of abilities.
  • Be Realistic About Your Salary/Pay Rate - As we all know Nuclear professionals do make a handsome living, but salaries do have variables which include areas of specialization and relevant experience.  When a potential employer’s Agency like ERS contacts you, they would probably ask for your expected salary range/pay rate and/or your salary/pay rate history in your career to date.  Although you may not have thought about it, be sure to come up with a reasonable range based on certain variables in the Nuclear industry.  You can probably think of thinning out your expectations if the company/organisation offers other great benefits such as prestige, flexible hours/working arrangements, a good pension scheme, generous tax breaks, special working-away accommodation rates, company car, or great accommodation allowances, etc.  Be prepared with a degree of flexibility in your desired salary/pay rate range and in your future salary/pay rate expectations, or else you might end up loosing the bid for the position you want.
  • Words Used Are Just As Important! - Though it’s important that your CV/Resume be written in reader-friendly formatted language that makes sense to Managers looking to hire talented professionals, it’s also very possible that your resume will be scanned for specific keywords, possibly electronically.  Electronic Scanning is becoming increasingly common—especially in technical professions such as those associated with IT, construction, medical, compliance, safety, technical and scientific jobs, where hundreds of  CV/Resumes might reach the specialist hiring Agency—and if your CV/Resume is found lacking, it may not move on from the initial sift.  Make sure that you weave in your qualifications, certifications, major achievements, relevant experience and experience that has been outlined in the job posting, mimicking the posting’s language where it clearly makes sense.

  • Clearly Define Your Objectives - Most Resumes/CV’s nowadays have defined career objectives at the beginning.  If you have that, be sure that your objectives are in line with the position you are applying for or aspiring to progress into after any required training. If you’re aiming for Civil Engineering but your background or specified objectives are associated with Mechanical Engineering, the chances are that your CV/Resume won’t have a chance of progression and reaching the prospective employer.  If it gives the impression that you are not paying adequate attention in your application to the job description, or it appears you’re not really the type of employee/contractor that they want for that post.  Nor does an all too general fluffy objective such as “I will utilize my extensive skills to benefit your company/organisation” make an effective impression.  Prospective employers are looking for the best most suitable person with the most extensive experience, appropriate knowledge and suitable levels of qualification to succeed in the role with which they are to be entrusted.  If you have this, you owe it to yourself to project this in your CV and Resume submissions.

UK predicted to be Nuclear Energy Leader

Following the European Competition Commission's green light to EDF's proposed transformation of British Energy, acquired from the UK Government for £12 Billion in September 2008, EDF Chief Exectutive Vincent de Rivaz spoke of his ambitious growth plans for the combined forces of British Energy's Nuclear expertise and EDF's scientific expertise and his objectives for four new Nuclear Power Stations (the first new UK site in 2017).

Portable Appliance Testing ("PAT") Legislation Explained

PORTABLE APPLIANCE TESTING

 

Every year about 1000 accidents at work involving electric shock and burns are reported to the Health and Safety Executive.  HSE prosecutions lead to fines and prison sentences.

 

Whatever your profession, trade or business, if you allow employees or the general public to use equipment then any appliances on the premises should be inspected and tested to approved standards on a regular basis.

 

Records must be maintained as proof of testing!

 

Legislation:

 

There are four main sets of legislation relating to in-service inspection and testing of electrical equipment or Portable Appliance Testing (PAT) as it is more commonly known.

 

These are:-

The Health and Safety at Work Act 1974

The Management of the Health and Safety at Work Act Regulations 1999

The Provision and Use of Work Equipment Regulations 1998

The Electricity at Work Regulations 1989

 

Regulation 4 (2) of The Electricity at Work Regulations 1989 states: “As may be necessary to prevent danger, all systems shall be maintained so as to prevent, so far as is reasonably practicable, such danger”.

 

In order to meet these requirements, it is recommended to implement a programme of planned inspection and testing of portable appliances.

 

Definition of a "portable appliance"?

 

A “portable” appliance constitutes any item that has a plug and is connected to a mains socket in order to operate. It can be hand held, portable or fixed.

 

Such items would include the following:

 

PCs, monitors, printers, fax machines, mailing equipment, scanners, kettles, fans, portable air conditioning/heaters, radios, stereos, TVs, projectors, microwaves, toasters, drink machines, water coolers, mobile phone chargers, power supply units, extension leads, tills, credit card machines, compressors, photocopiers and any specialist trade equipment such as hair dryers, drills, soldering irons, chip fryers, hedge trimmers, lathes, beauty/tanning equipment.

 

Testing:

 

Generally the items tested are either 240V mains supply or 110V (generally on building sites).

 

Portable Appliance Testing by an external contractor would generally involve carrying out formal inspection and testing as laid out in the IEE Code of Practice for In-service Inspection and Testing of Electrical Equipment for portable appliances. This involves the following procedure:

 

1.      Each item is given an asset number.

2.      Formal inspection of cable, plug, internal plug wiring and fuse. Any equipment failing the inspection test will either be repaired if a minor repair is acceptable or be withdrawn from service and labelled with a fail sticker for repair by others.

3.      Assuming visual inspection passed, approved electrical testing procedures take place using a Portable Appliance Tester. These tests are specific to the class of equipment being tested and all results per item are retained in the tester.

4.      All items passing tests are provided with a pass sticker indicating result, asset number and date of next inspection. Any item failing test will be labelled accordingly as a failure and withdrawn from service.

5.      At the end of testing equipment on site, the test results are removed from site and downloaded to a PC. A report is then compiled giving written proof of results - copy sent to client.

 

How often should items be tested?

 

Tables are provided in the IEE Code of Practice for In-service Inspection and Testing of Electrical Equipment for portable appliances giving indications for both regular inspection of equipment and for the combined formal inspection and testing.

 

However, the guide continues to indicate that the intervals between testing should be based on usage and the environment in which it is being used.

 

Generally most portable appliances used in the work environment should be formally inspected and tested every 12 months with records kept to show that the testing has been carried out and indicating full results.

 

What do you need to do next?

 

If your appliances have never been tested or were tested over 12 months ago then contact a suitably qualified Electrician for a (cost per item or fixed price) quotation, which should include inspection, testing and subsequent (ongoing) reporting services.

It is expected that the positions will involve varying types of assignments from short term specialist 12 month contracts with holiday periods built in, to the long term contracts with long periods of work without return flights i.e. full 12 month terms. (ex-pat Status) Tax free status (Stirling).

Career Potential:

China Nuclear project will require an estimated 3,000 to 7,500 people per site over the next 15 yrs!

This offers massive opportunities for correctly skilled, educated and experienced personnel.

They fully expect to have these sites built simultaneously with each station in varying stages of completion with a wide variety of associated skills sets required for the various roles.

They will ideally be utilising as many of the same people for all four stations to complete the same type of work, so there’s some great long-term and semi-permanent contracts with fantastic job security and earning potential, for the right candidates, and that’s just the construction aspects, without even taking into account the manning and maintenance, etc. and annual outage.

China and Nuclear Power Stations Construction Projects

Peoples Republic of China’s State Nuclear Power Technology Company (SNPTC) has recently selected the Westinghouse/Shaw Consortium and Westinghouse’s AP1000 passive Generation III technology as the basis for four nuclear power plants

The AP1000 Consortium will be working closely with Energy Recruitment Solutions in the implementation of the new build program with positions and assignments.

The countries rapid expansion in its growth of commercial and industry factories leads not only to national power shortages but also a heavy reliance on Fossil fuels that as a direct result is also a big impact on health and its smog related effects on the nation. 

China has to reduce its carbon foot print as its the second-largest contributor to energy-related carbon dioxide emissions after the USA.

Nuclear Power is a natural choice to support the required power capacity in the coastal areas remote from the coalfields and where the economy is developing quickest.

Location:

Shanghai and north and south at Sangmen and Haiyang.

At the end of February 2007 a framework agreement was signed between Westinghouse and SNPTC specifying Haiyang in Shandong province as the site of the second pair of AP1000 units, with Sanmen.

In July 2007 Westinghouse, along with consortium partner Shaw, signed the AP1000 contracts with SNPTC, Sanmen Nuclear Power Company, Shangdong Nuclear Power Company and China National Technical Import & Export Corporation (CNTIC). There were no specific terms released however figures of $5.3 billion for the deal have been widely quoted.

The Sanmen site works commenced in February 2008 and full construction for unit 1 is to start in March 2009, with the first power expected late in August 2013.

Its is widely acknowledged that EDF will take a 30% share in the Taishan project as joint venture partner with CGNPC.

Simon Turner advised that ERS understand that the Taishan Nuclear Power Company which will oversee the building, then own and operate the plant. Cost is estimated for the project, including fuel supply, to total in excess of 8 billion Euros. The Steam turbine generators alone will cost circa 300 million Euros.

EHS Specialist. This role is to ensure compliance with all environmental, health and safety regulations.

Document Controller to coordinate and execute transmittals of controlled documents including processing of vendor prints.

Cost and Risk Controller for Cash-flow and cost projection development and maintenance and Risk Analysis.

Containment Vessel Superintendent, to oversee construction of the Containment Vessel.

Containment Building Construction Manager and Construction Manager required to develop relationships and professionalism between all site activities and to assist the project between all internal and external organisations.

Chief Welding QC, responsible for Quality Control (QC) activities related to welding at the nuclear construction site.

Chief QC Inspector, responsible for Quality Control (QC) activities at the construction site during the execution of a major international nuclear power plant project.

Process Engineers with an engineering and construction background. Working on the construction and commissioning of Nuclear Power Stations.

Safety Engineers and Safety Case Engineers with an engineering and construction background. Working on the construction and commissioning of Nuclear Power Stations In China.

ERS has been engaged by a multi-billion turnover, multi-national Industrial Group to assist in the recruitment of a Senior Procurement and Supply Chain Manager/Director.

This key role involves the optimisation of the buying terms and processes and supply chain mechanisms through the development and implementation of improved strategies and procedures to obtain better value and enhanced terms for the business.   

The successful candidate will be a key member of an integrated buying team, responsible for working with the Client’s purchasing department to develop and implement a company-wide supply chain and procurement strategy which will drive the supply chain and procurement process to an “A” class performance standard.

Job Responsibilities

Manage and execute UK-based Procurement and Supply Chain activities.

Lead and drive Supply Chain Management (SCM) strategy development and implementation.

Work with business’ corporate strategic partners and stakeholders to ensure there is continuity of supply and service at all times at optimum value terms.

Design and implement the buying process and develop structural and procedural improvements, ensuring key performance indicators are in place to track achievements and gains in terms and value enhancements.

Develop the necessary internal client relationships within the business to comprehend and interpret opportunities to improve the supply chain process and utilise own  external contacts base to secure advantageous and preferential terms.

Manage the relationships with Client’s trusted, preferred and established suppliers and supply  vendor partners to ensure on time delivery of agreed service levels.

Actively manage and optimise the relationships with selected suppliers on the Preferred Supplier List.


Be responsible and accountable for vendor partner competencies, supplier capabilities and deliverables, as well as regular supplier and supply chain appraisals and operational performance reviews.

Leadership and management of supply chain and procurement team on practices, issues, principles, processes and procedures across multiple supply chain disciplines and procurement resources.

Define and develop standards for the supply chain related deliverables, templates and tools for use by internal and external parties to maximise process efficiencies.

A Consortium including Amec, Areva and Washington Group, have out-maneuvered competitors in being awarded the £17billion contract to clean up Sellafield’s Civil and Defence related Nuclear Waste. This £1.6 Billion per year contract will also cover the spent fuel processing and fuel fabrication aspects of the Sellafield sites activities.
